Since Fall 2021, city staff has been working to complete a citywide audit of businesses and multi-family dwellings, that are not part of our reclaimed water program, to determine how many will need to come into compliance with installing and/or completing the certification process for their backflow preventors. Many of these customers have now completed their backflow installation and certification process. 

The City of Delray Beach Utilities is required by Florida Administrative Code Chapter 62-555.360 and by the Federal Safe Drinking Water Act to enforce our Cross-Connection Control Plan. This includes backflow installation and annual testing for all commercial and certain residential properties, such as apartment complexes and condominium buildings. Installation and annual testing are required at these sites and are not optional.

The Environmental Resources Compliance Division of Utilities sends multiple notifications to the affected customers advising them of the legal requirements and the necessary steps for their compliance. Customers who do not comply with the legal requires will be referred to code enforcement.

As of February 1, 2021, all annual backflow assembly test reports were required to be submitted (by a tester) electronically via the VEPO CrossConnex Mobile Application or visiting www.vepocc.com and following the directions for creating a tester account.

·       Each customer will receive a VEPO CrossConnex Number (VCC#) with the next “test due” notice which your tester will need in order to submit your test results.

·       All testers must be registered with our vendor in order to submit test results. 

·       How-to-videos are available online at: www.vepocrossconnex.com.

·       Testers must have an active State of Florida Certified Backflow Tester license.

·       The filing fee is $15 per backflow assembly test report submitted and is paid by the tester.

·       Once an account has been established, “test due” notices will be emailed to the tester of record and the owner.
