Sammie L. Walthour, serves as the Director of the Neighborhood and Community Services Department. Prior to his appointment in January 2021, he was the department’s code enforcement administrator.

Mr. Walthour is responsible for day-to-day oversight of the department which operates consumer-facing services including, Business Tax Receipt, Clean & Safe (Downtown District) Code Enforcement, Neighborhood Services and Sanitation.

Mr. Walthour comes to the City of Delray Beach with more than 20 years of executive leadership, management and programs experience in local government. He has a record success in turning around underperforming agencies, resulting in recognition by the Florida Sterling Council, American Society for Quality, and the National Association of Counties for greatest cycle time reduction, greatest financial impact, innovative technology solutions and organizational performance improvement.
